Unsupported Tweak

I installed a tweak that I can't remember the name of anymore. It was supposed to allow me to stream to my smart tv. I installed it, and my device could not respring. I had to do a hard reset to get it back up. I'm on the pangs jailbreak so this removed my jailbreak. Now I can't boot back into my jailbroken state because it gets stuck booting. How can I remove this tweak?

No Mobile Substrate Mode (Safe Mode).

Reboot your device. Rejailbreak. IMMEDIATELY hold down volume up and keep holding it down until you get to the lockscreen. Open Cydia. Uninstall tweak. Respring.

It failed. "DPCKG LOCKED"
Will deleting the tweak from iFile and respringing possibly work?

The tweak is called DisplayOut and was developed by (funny enough) Ryan Petrich
