Could be tomorrow, the day after that or so on. Only ones who really know are the folks at Apple, and they aren't telling.

Currently, I understand, iOS 8 is still being signed, meaning if you're so inclined, now would be the time to downgrade just to make sure.

If i remember that correctly, last year, when going from ios7 to ios8, apple stopped signing 7.1.2 about 2-3 weeks after the ios8 release. My guess is, for ios9 this will be similar.
