Update carrier settings on WiFi only iPad?

Husband just started getting this pop up alert the other day. It looks like a normal system alert
Carrier Settings Update
New settings are available. Would you like to update them now?
Buttons Not Now and Update.

He’s a WiFi only iPad on the newest ios11 release. Why would he be getting these?

Cellular versions are the only ones that get carrier updates.. Wifi only iPads can’t connect to your cellular carrier only public or private wifi..

Could be a bug in the newest iOS11. A WiFi only device should not be asking to update the carrier settings.

We are sure it is not a cellular unit?
