I go to Settings > General > Software and it says that I am running the latest software (9.3.5) which is obviously not true. I spoke to apple and they said the update may not be showing because my Wi-fi connection is too weak, can this possibly be the case?

Update does not appear on my phone

Make sure your time and date is correct.
Check for updates using 3G/4G then continue the update via wifi.
Make sure you have no profiles installed.
Check if your wifi doesn't have any proxy settings. (Best thing to do is forget the wifi and re-add it)
Turn off any VPN's and then check.
Or update iTunes and update it via your computer.
Extreme case: backup phone and rest all settings. Or peform a DFU clean install.

u didnt say what device, if its a 4s and below they dont support ios 10. apple's "troubleshooting" is pathetically shockingly bad, "weak wifi" lol..it takes less than 56k dial up throughput to check for an update, vpns with internet also detect it, as do cellular..
My bad, it's an iPhone 6 and I just tried updating via cellular but no luck. Disappointed apple doesnt know what to do in this situation.

You have to be on wifi. I think if all else fails, you have to do it via iTunes.
