I have an unlocked iPhone on 1.1.2 and I have the installer application on it be I have noticed there is an 'official upgrade' to 1.1.3 from the dev team. I was wondering if this will relock my iPhone or cause any damage to it.
connect your iphone to itunes then click the upgrade button on itunes this will download the latest firmware file available for your the iphone (which is 1.1.4) and then do a restore with the new firmware file and itunes will start uploading the 1.1.4 fw on your iphone. during this process all the locks will be restored as well at this point you can use one of the many iphone unlocking tools available such as ziphone, iliberty+, or pwange tool(mac only for now)How do I restore to 1.1.4 if I'm on 1.1.2?

yes but first he has to get the 1.1.4 fw to be able to restore with itNo, you don't do that.
You connect to iTunes, then click the Restore button which is below the Update/Upgrade button.
