Are we supposed to update our old phones to ios 16 before setting up new iPhone 14?

Yes you should. Upgrade. Then do latest back up on iCloud. 14’s come loaded with iOS 16.

You don’t have to though. It will be perfectly fine restoring a backup made from iOS 15 or whatever version is currently installed.
