iPad Pro Updating 1st gen iPad Pro without my Mac?

I want to update my 1st get iPad Pro to iOS 13, but when I try it is greyed out and wants me to connect it to iTunes on my Mac to do so.I do not want to download anything to my Mac.

1. Why is it not letting me update it directly on the iPad?
2. Can I somehow delete the update from my Mac after it is downloaded and installed to the iPad? If so, where do I go to do this?

You don't have to download anything though, right? iTunes comes pre-installed on Mac.
