I used to have my iPhone jailbroken until 3.0 when most of the features I wanted came with the update. I may want to jailbreak it again, but only if it's possible to update to newer software versions that will be released in the future without having to do a full restore. I know it's possible to jailbreak without doing a restore, but is it possible to update yet?
 
You can update to the newest firmware using Pwnage tool. Anyway that you update the OS all of your jailbroken stuff will get erased. You can try using an Aptbackup to backup downloaded cydia packages. That's one of the downsides of jailbreaking, is to start it all over whenever an update comes out.
 
I really don't care about keeping jailbroken stuff when I update, I just care about the ability to update without having to do a complete restore. So is this possible?
 
No. You have to be non-jailbroken to update without a restore. Basically you can update your phone right now to 3.1.2 using iTunes with no problem, but all your jailbroken stuff will go away. And then in the future you can jailbreak it if you wish (which will require a restore, unless a redsn0w like app is released for 3.1.2+).

If you update with itunes like normal you can use blackra1n to jailbreak. It won't do a full restore itunes will just update the phone like normal but your baseband will be updated. If you ever want to unlock pwnage tool is your only option and it requires a restore. Right now pwnage and blackra1n are the only jailbreaks out.

I don't care about unlocking, I just want to turn on tethering really. A friend told me a while back that someone was working on making it so you don't have to do the full restore every time, so is that what this is?
 
my phone was JB 3.0.1 under redsn0w. last night i updated to 3.1.2 in itunes without doing a restore. it updated fine with no kinks at all. i jailbreak'd with blackra1n and it literally took no more than a minute.

went into cydia and downloaded all my JB apps, it retain its settings. i didnt have to fiddle with any of the settings. well besides categories, i unloaded everything from the folders i created before i did the update.

only 1 problem i noticed when i was using iphone-explorer, it wont let me go into root ("\"). it says the phone needs to be JB first. that is strange, i know my phone is JB and it worked when i was on 3.0.1. unless iphone-explorer doesnt support 3.1.2 jb yet? i was going to change my dock background this way. i wasnt able to do it so i had to SSH with cyberduck.

from what i can see, battery still seems the same as when i was on 3.0.1. cant tell if its smoother or not.

This is a deficiency with blackra1n -- it doesn't install the hack that allows programs like iphone-explorer to read the iphone. There's a fix for this in Cydia, called afc2add. Just install that, and you'll be fine.
