so now im currently using ios 13.1 beta 2, how do i update to public ios 13 when it releases next week?
 
More likely than not, the build that will be "final" will already be installed on your device if you are on the beta. Then, you simply remove the beta profile, reboot the phone, and check for updates. If there is something, then install, if not then you just wait for next regularly shipped (non beta) update.

So all i have to do when ios 13 releases, is to delete the profile and reboot and I will get the update?

No. You’ll need to put your phone in recovery mode and downgrade. Or wait until the next public update is available (13.1).
