Is it possible to do so today? This is an unmodified phone I am thinking of buying. But i need it to have 5.1.1 on it. Is Apple no longer signing anything but 6?

If the phone has not already been jailbroken (& SHSH blobs saved), which it sounds like it hasn't by you saying unmodified, then you'll be out of luck as Apple are only signing iOS 6. 6.0.1 i believe. Perhaps also 6.0, but basically - not iOS 5.
 
You didnt even say what model iphone you're talking about.
As long as you have full blobs you can but if you dont you cannot.

Unmodified means stock, not JB or anything of course. So it sounds like it's a no. Damn.

Man, I wish Apple would allow this! I just want iOS 5 on my old 3GS. Ugh. I find myself hunting Craigslist for someone selling a 3GS with 5.1.1. Terrible.
 
You can still save shsh blobs on stock firmware but nobody usually does unless they get into jb.
Sucks that they're not allowing to stay or restore to older firmware.
Miss those iPhone 3G and iPhone 2G days.
