I have a 2013 Mac Pro. The current gfx card is an AMD FirePro D700 6GB. I have been having issues with AE crashing if I am playing thru a composition with very many effects. I hope that upgrading the gfx card will solve this issue and am wondering if I am able to put in a Radion Pro Vega 56 8GB card. Is this possible on this machine or do I need to go with a different card or is this not even the issue?

The main issue of the 2013 mac pro is that the graphics card(s) were not upgradable. Apple admitted this was a huge design flaw and part of the reason the 2019 Mac Pro went back to a more standard design. If your GPU is having issues you need to have it serviced by a third party or an Apple Store (if supported), or upgrade your machine.
MP6,1 has known GPU failure issues and if you are experiencing that you’ll need to get it repaired or replaced.
There are ways to “hack” an eGPU via TB2 with an enclosure, but it’s not officially supported and the results are sometimes flaky. FYI, Adobe will NOT offer tech support for anything on Mac that is unofficial.

If you don't need Thunderbolt 2 or Catalina, sell it and get a 2012 Mac Pro with a recent AMD GPU (mid or high end, your choice).
I advise against this. The 2012 is way out of support. It may run the current OS with hacks, but unless you're so budget starved that you can only afford a 7-8 year old Mac, get the 2019 Mac Pro.
