I tried upgrading iOS 6.1 to iOS 6.1.2 and then use evasi0n to jailbreak, but in iTunes I do shift+restore to select my IPSW file and I get cannot be restore an unknown error code 3149. So how do I fix this? Or even how do I restore and get the latest jailbreak? I am running on old iPhone 4 CDMA only with Verizon. It's the iPhone before the 4S came out.

It's not possible to update without SHSH blobs for the iPhone 4 (which I doubt you have since you are asking this question)

Your only options is to stay on iOS 6.1 and get an untethered jailbreak or restore to 6.1.3 and get a tethered jailbreak (untethered > tethered)

If you are seriously considering jailbreaking, before you do ANYTHING, download the latest version of iFaith and dump your SHSH blobs for iOS 6.1! (That way, you can always restore back to iOS 6.1 when you want)

If you want an untethered jailbreak, you'll have to jailbreak with evasi0n on iOS 6.1
 
I believe I seen all of my blobs in TU but none for 6.1.2 and higher. I just have to refresh my memory where they are because at first they wasn't showing in TU, but a few settings checked or unchecked then it would show up. I went through this before assuming I had NO SHSH blobs but I really did.

I just don't know the steps to take starting with restoring the phone and TU and the jailbreak back on.

I always had untethered or if not then I would wait for the untethered release.
 
Here are the exact blobs I seen.

iPhone4CDMA 4.2.10 (8E600)
iPhone4CDMA 5.1.1 (9B206)
iPhone4CDMA 6.0.1 10A523)

Was those the blobs I need? If yes, I have the blobs saved in TU, but what are the steps to restore and then untethered jailbreak?
 
None of those blobs will help you update to 6.1.2 and I'm sure the 6.0.1 that you have is incomplete. Regardless, I HIGHLY recommend you downloading iFaith and dumping your SHSH blobs for the device.

All you can do right now is just a jailbreak on iOS 6.1. Use evasi0n.com to jailbreak it

Thank you! So use iFaith first? Also, I do have a untethered jailbreak currently, but my plans are doing a complete 100% wipe to start fresh and then re-do the jailbreak with evasion. What are the instructions from start to finish in order to do what I'm requesting, and what are the instructions to use iFaith to dump my blobs?

Download ifaith and choose the options to dump your blobs. The program will guide you through the steps
 
I just now successfully dumped my blobs using iFaith. What are my next instructions?

1. run ifaith
2. click build signed ipsw with blobs
3. select the dumped .ifaith extension blob (keep a local backup of it just in case)
4. it'll verify that the blob is valid and complete, then choose download for me when it asks you to choose the firmware
5. once done downloading, depending on the instructions, choose the downloaded ipsw and click continue
6. it'll build the ipsw package and stitch the blobs in it
7. once it is done building the ipsw package, it'll give you instructions to put the device into pwned dfu mode
8. once in pwned dfu mode, open itunes and hold shift, then click restore
9. select the custom firmware that ifaith made for you and it'll restore to iOS 6.1
10. once on iOS 6.1, download evasi0n and jailbreak
