Is my money better spent replacing the battery of a 2019 13" MBP (i7 and 512GB) for $250? Or should I trade it into the Apple Store for $620 and add a few hundred to upgrade to an M1 MBA or M2 MBA? Besides the battery, the MBP still works fantastic (only need it for email, browsing the web, and Netflix).

I would suggest this. You could look at Apple refurbished store for a MacBook Air M1. The upgrade would cost you less than 250 as those could be fetched for $849.
If they’ll pay you $620 right now, with a battery that needs replacement, I’d take it. If something new is released at WWDC, the trade in values will likely drop so if you can do without a computer for a while, trade the old one now and wait a month to see what the new options are in June.

OP here, getting my MBP repaired for free through the sticky keyboard program. Can't believe the total is normally $600 ($480 for parts and $120 for labor)!
I guess I'll hang onto this for a few more years and getting a MacBook Air M4 later on down the road.
