How do you stop iOS promoting me to upgrade every time I access the device.
I'm getting extremely fed-up with the constant msgs that i have to dismiss. If i wanted to upgrade i would, but i dont as each patch tends to mess-up even more stuff.

Can it be removed or stopped?

I'm on 9.1 and it's to 9.2.1, i just don't want to play apples games anymore.
The software is just getting more and more buggy.. if i could, i'd drop my 5S back to iOS7.

The 6S is running 9.2.1, but i wont be upgrading that anymore either.

I agree with your opinion. However you can't go wrong with a small update. It only gets better. What you'd want to avoid is the big ones- like iOS 10

I'm wondering if this is because the update got downloaded already and that's why it's promoting you. You should go to manage storage in settings and see if the update shows up there so that you can delete it, which should stop the prompts. Having said that, iOS 9 updates have generally been improving things.
