I'm in the public beta program. I finally installed 10.10.3 and restarted. Photos is now in my dock and is greyed out. I try to open it and receive an error:

You can’t use this version of the application “Photos” with this version of OS*
You have OS*X 10.10.2. The application requires OS*X 10.10.3 or later.

I open Apple System Profiler and sure enough, "10.10.2"

I go to App Store updates and it shows "10.10.3" under the recently installed updates.

How do I trick my computer into installing the upgrade again or tricking it into thinking I'm running 10.10.3?

everything else is functioning fine except I can't open Photos.app.

Did you install yesterday's security update after installing 10.10.3?

Looking at the updates from today, the order was

"Camera update 6.03"
"10.10.3"
then
Security 2015-002

My computer was offline was a whole week so I had a backlog of updates. I just clicked "update all"


Also I've restarted my Mac a few times, 10.10.2 still showing in system profiler.

Definitely an error in Apple's installer logic. That security update isn't supposed to install in 10.10.3 but does. On this computer running 10.10.3, I can't install the update as a separate installation.
Your best bet is to restore from a backup at this point. You may also be able to install the 10.10.3 beta update again just by running software update.
Tywebb13: the update from your direct link will allow installation on a 10.10.3 system.
