The article states that the Air has a 65nm chip made to fit into a 45nm slot. Does that mean that the air has a cpu slot or is it soldered onto the board?

Does this mean that we can perhaps upgrade the cpu or does the new processor also have a new chipset?

The CPU is soldered onto the board. There are tons of pictures floating around this one shows the extra thermal paste on the CPU.

No clue what this means for an update.

It means that the Air can be upgraded (as a model) whenever Apple chooses, as the new chips are compatible with the current board design. However, unless you are an extremely skilled computer engineer, you will not be able to upgrade an Air that you currently own to a new processor. As already said, it's soldered on to the board.
