I'm willing to upgrade my 5 year old iPhone 4S. It is slow but id still kept alright.
I'm wondering if I should upgrade to an iPhone 6s or 7. I find that the 7 isn't really different from a 6s.
What would you recommend?

If you want a phone that's ready for the next handful of years, and the best experience. The latest version is the one to go with. Simple as that.

If you can not afford it, and really want to charge and use earbuds at the same time, compromise and get a splitter, or go with the 6s.

I am on the 6s plus right now, and have no need to upgrade. I just 'want to' this time around. I try to skip a generation, but knowing what my projects for 2017 are going to be, I don't mind investing in this camera and a waterproof phone, versus using that money on a pretty good point and shoot.

I never thought I'd consider upgrading after just one year. I still think it won't happen. The telecom plans are killing me basicallly, the only thing that's really stopping me from upgrading as soon as one comes out.

If you are on a 4s, even going to the SE will be a major improvement, and gives you two years to save up to get the 8s :)

But yeah.. you will NOT buy a bad phone compared to the 7, if you go with the 6s plus. It is a fantastic phone.
