I just upgraded my 2016 NTB 13” MBP to a 2018 TB 13” MBP. Used migration assistant from a Timemachine backup from an external HD. To save ssd space(had 256gb drive to 512gb drive now), I put a lot of files on the iCloud. Will those files now be synced to my new MBP so if I clear out my old MBP?

I would copy them to your new MacBook Pro first before depending on an iCloud sync and clearing out your old MacBook Pro. The syncing should work but there is such a thing as "Murphy's Law". Copy them first to make sure.
 
Once you sign into your iCloud account, and you activate iCloud on your new MBP, they should show up in your folders exactly where they were on your old machine. Just be sure to enable the iCloud Drive under System Settings -> iCloud.
