Was giving my mother in law my 7+ and was migrating from her 6s to her new phone.

I upgraded both to iOS 13 prior to migration.
Now the 6s’ WiFi toggle button is greyed out and when toggling Bluetooth on in settings it just sits there.

I’ve tried network resets and erases the 6s a coupe of times to no avail. Is this a common problem? Or just crap luck and I’m in fora hardware issue?
 
Have you tried a DFU restore using iTunes and setting up as new without using a backup?
I tried restoring via iTunes. Is that different from DFU mode? I think the hardware is done. 😂 I’ll end up probably trading it for a newer phone later when the right deals comes along. Lol
