I made a FULL backup directly to my PC, I attempt to restore from this backup to the new 7 Plus, which is on 10.0.3, the backup was on the latest beta. I do not get the option to restore from that backup, and I foolishly reset my 6 Plus and didn't realize I didn't have a current cloud backup, the last one I had was about 2 months old.

Any suggestions to restore this backup on my PC?

And not to add insult to injury, but one of the recommended actions before installing a beta is to archive a backup of the current iOS.
To make an archive if you're on a PC, go to "%appdata%\Apple Computer\MobileSync" and copy the entire "Backup" directory to a safe place.

Edit - if you regularly backup your PC, you might have a copy of a previous iPhone backup.

That's what I thought, but it won't see the beta, and I did install the profile.
Hopefully the final version of iOS 10.1 will get released in the next few days, as rumored, which would take care of that part of it.

So now it attempts to restore, at some point during that it says phone lost connection and it seems it's rebooting? Ugh!

Seems turning off the option to allow to auto sync fixed that, it's restoring now!
