Do a SMC reset,Clear PRAM,start your mac in recovery partition repair permissions, remove cookies, enable develop via advanced settings emply caches and see if you see any improvements.

Normally I would suggest what you said as well, but He clearly said it is a new installation, you forgot to mention to reset Safari and remove com.apple.safari.plist.

_______

How much RAM is taken by Safari, post a screenshot of Activity Monitor-System memory.

All that, and also disable all your installed Safari extension

the only thing i installed is adobe flash player because some of the web pages were asking for it.

whne i opened 2-4 tabs it was okay.

If you need to repair then yes, but it did not find any errors so it is not needed now.

In preferences you could try to disable Javascript under security I think and look what happens, I googled your problem and there seem to be problems before with it, just try and if needed switch it on again.
Also, do you have previews enabled, disable it, I never use that one.

***Javascript is not Java, you should always disable Java, it's almost never used by most users.
