Yes, it is. As 10.6.8 is the minimum requirement, Mac OS X 10.7 Lion is not needed.

Run Software Update to upgrade to 10.6.8. Then purchase Mountain Lion in the Mac App store for $20. Download & Install. It saves all of your data, but have an up to date backup just in case.

OS X 10.8 Mountain Lion is not delivered on a CD or DVD, if that is what you mean with "i run CD directly".

And it is necessary to update* to10.6.8 in order to fulfill the requirements, as far as I remember, 10.6.8 was a small update to easy the way for the new way to install the OS.
10.6.8 can be easily acquired for free via Software Update.

I have an early 2009 Mac Mini and did the direct OS X 10.6.8 to 10.8 upgrade.

Make sure you have enough RAM installed; Mountain Lion requires at least 2 GB. My Mini originally had just 1 GB, so I got an extra 4 GB installed. Now it has a total of 5 GB of RAM.

I am well pleased with the result of the RAM and OS upgrade. It is like having a new computer, that will do me for several more years.

I had a shop do both at the same time as I don't have a credit card, so don't have an App Store account. It cost a total of about $US 100, with no hassle. You could DIY for much less if you have an App store a/c, the tools, and the skill to install the extra RAM.
