Hey, im wondering if i upgrade the music i have within itunes with a higher bitrate without ripping it from a CD will i notice a difference between the CD ripped higher bitrate and the internal encoded higher bitrate.

Anyway my main query is if i rip a CD at 128kbps but within itunes i re-encode that to 320kbps will it be as good as ripping the file from the CD at 320kbps
 
No, an uprated 320kbps song will sound the same as the 128kbps version. You can't somehow "add quality" to a low bit rate song by upscaling it.
