I have a 5,1 Mac Pro running High Sierra. I am going to bite the bullet and buy a new Mac Pro. Will I be able to use the Apple migration tools to move everything over? Or do both Macs need to have the same OS to do the migration?

Also after this migration, I will be giving away the Mac Pro. It has 64 Gigs of ram, 1 TB NV SSD and metal compatible graphics card. Still runs like a champ. (Dual Xeons 3+ gigahertz)

Whenever I have used migration assistant it is from an older OS.
I even migrated from PowerPC to intel.

You would normally get an incompatible folder created when you finish, with any apps that arn't supported.
