I have a Vodafone SIM for when I travel to the EU. It would be a bit easier to maintain the account if I could download the Vodafone app, but it is only available in the UK App store and not the US

Any way to switch App stores and make it happen?

iOS 13.3 so Jailbreak is not an option (or desire)

Try using a VPN and set your location somewhere in the UK or EU. Might work that way.
Nope...

And changing county in the App store requires that I cancel all subscriptions first

set up a british account. however unless things have changed, don't do this by going to set it up directly as it forces you to put in payment details. instead, log out of the old account, google a british only app which will lead you to being in the uk store. then choose a free app and press download. when it says log in or set up new account choose the latter, the difference is this allows you to choose not to add a payment option.

the good thing now is that your apps update whilst you are logged in on the other account whereas up til a year or so ago you had to log out of one account and into the other to update the 'foreign' apps.
