I travel from the US to Canada often. Is there a way to download Canadian only apps and download to my iPhone. They only way I can see doing this is sign out of my iCloud account and creating a new one for Canada. Then I could download the Canadian apps and once downloaded sign out and go back to my US iCloud account. Would that work and cause any issues? Thanks!

What you describe should work. I have done that as well as long as you are in the country when you setup the profile and you need to have a (home) address in the other country.

Thanks for the reply. So create a new id with a hope address in Canada and then I will be able to down the couple Canadian Apps, then when I sign back in with my regular Apple ID, the new Apps will be there and so will everything with my regular Apple ID and iCloud pics, etc will continue saving again - right?

Yes indeed it should work like that. I also have an account in another country and in the beginning I always had to login via those account to make sure to update the apps but nowadays also apps will show up in the App Store in my account in the country where I'm mostly in and only once had to enter e-mail and password of the account of the other country to update those apps. Nowadays it no longer asks that and even updates those apps in the same way and just show up in my app update overview in the App Store and I can update them without any need to indicate the e-mail address / password of the account for the other country.
