does anyone use the built in or third party vpn client on any kind of iOS device and if so, what do you connect to specifically? How does it work? Is it reliable/usable?

Till date I have been unable to figure out what VPN means and how it actually works and what it actually does...

VPN means Virtual Private Network. It is designed to create a secondary network connection (on top of or piggy backing on your existing internet connection, depending on how you look at it) back to a remote computer (server, desktop, ect) at a business/corporate office and access files, folders and emails from anywhere. The connection is secured using any number of methods (SSL, IPSec, L2TP, Cisco IPSec are some examples), ensuring that anything done on that connection is protected from intrusion.

I use the VPN all the time to log in to one of my clients networks using CISCO certification, then once connected, use one of the (many available) Apps, PocketCloud for remote desktop connection.

admittedly I had to hack the PCF file, (as the IT don't support iPhones)

Works fine over WiFi or 3G.

Presumably it is built the same as native VPN on Mac

(Think of it as a tunnelled line to the sever where you are trying to connect, and then you run over that what ever App/ protocol you want to use)

I use a 3rd party app called VPN Express to access restricted content while overseas (e.g., Netflix, Sunday Ticket, HBO Go, etc.)

There are numerous articles explaining VPNs on the web.

OS X, windows and linux all have VPN servers built in, so if you are at a free wifi you can connect securely back to your home computer and surf the internet 'through' your home internet,
and because you can then trust all connections (and where you can't ie the free wifi the connection is encrypted) it means your browsing (passwords ect.) is 100% secure

The IPSec implementation is Cisco, so if you wish to use that protocol you are stuck with a Cisco appliance, but it works very well.
