Is there a way to take a USB cable and cut the two ends off and attach a device that communicates with each other to charge something wirelessly?

If you’re connecting a cable, then it’s not wireless charging. What are you actually trying to do?
 
I understand a wired connection. But wireless charging is only limited to charging pads. Would there be a way to cut a cable. Splice something to it so both ends talk to each other and create a wireless charging cable

No, there’s nothing like that. Are you wanting wireless charging at a distance? Because that tech is years away, if it’ll ever happen. Right now it needs a huge antenna and a huge transmit station, and it could zap your insides with power and kill you if the computer controlling it has a bug (it’s kind of like a microwave or radar station, which as you know microwaves heat stuff up, well that’s transferring energy wirelessly, the theory is to control it and do it in only certain conditions, but it could still zap you). Or there’s a theory you’ll have lasers and basically like solar power on a device and the lasers will be guided directly onto the solar panels of a phone and charge the phone occasionally, but it requires direct line of sight.

That's not how it works. In fact - that Bluetooth module is going to take power, and the Bluetooth stack doesn't support such a use.
