usb devices disabled unplug the device using too much power

after Upgrading to el capitan i am having this error that pops up on the right side of my screen "usb devices disabled unplug the device using too much power" even i dont have anything Plugged on my USB Drives i tried everything from reseting the SMC to reseting the NVRAM nothing is fixing the error
 
check the apple forums. It's a widely reported issue
