USB Keyboard - Connecting

I have two Apple A1243 low profile with numpad keyboards. One of them connects no matter which usb port it plugs into. The other one will not connect using the usb ports on the front of the mac, but connects via usb ports in the back.

Can you think of an explanation for this?
