The four USB ports on the back of my
2013 iMac do not hold a charge or sync with any iOS device.

This is odd because up Connecting any external hard drives then the iMac sees those perfectly. What can I do to remedy this?

I’ve updated the Mac and all iOS devices. And even used different iOS cables.
 
Do you have a powered USB3 hub? I had lots of problems recently with my iMac 2013 and external drives disconnecting. The problem stopped when the hub was disconnected from the iMac and disconnected from the power.
 
This receive iTunes is causing similar behavior for me.

iOS devices won’t even charge. I’ll need to unplug them, shut down iTunes, start it back up and plug them back in.

If it’s not that simple for you I would then do as @nambuccaheadsau suggested.

EDIT: Also do your SMC and NVRAM reset with all USB devices unplugged.
