In iOS 11.x on iPhone 7, the network name shown on windows PC when doing a USB tethering was *name of iphone* as was shown in Settings>General>About.
However, in iOS 12 beta on iphone X, the name of network on windows PC is shown as "Network 3" etc, which never contains the name of the iphone in the tecxt of network name.
 
This was the same for me only the hot spot name was "iPhone 10,6".
I checked the iPhone name in General -> About and my iPhone name had been removed. So I changed it back to its normal name and the hot spot name changed.
