Use 3rd gen iPP 12.9" with PC laptop

I'm looking to use a 3rd gen iPad Pro 12.9" as an external monitor with a Dell XPS 13 (9360), which has a USB-C port, and I want to extend the desktop, not mirror it.

What app do you recommend for such a configuration? Will any generic USB-C -> USB-C cable work?

I've used duet display before with my MacBook Pro and it works pretty flawlessly, just checked and it says its compatible for windows too. I can't really comment on any alternatives as I haven't used anything else.
As for cables, I just used an original apple USB-C to USB-A cable, as my MacBook back then didn't have any USB-C ports.
