Apple may have locked the ipad to micro-sim and forces you to use AT&T.
But you can always cut a regular SIM-card and it will work with the iPad.
Micro-sim and regular sim-card uses the same chip. The iPad won't be able to tell the difference.
I've a dataplan on my contract, I'm thinking of ordering a twincard and use 3g for free in my Ipad.

Now, only multitasking is lacking. Then the iPad will be a hit!

this is what i have been reading and came to a similar result without cutting it. transfer all your data to your microsim and get an adapter for the iphone. im assuming that the iphone will be able to read the microsim with the adapter.

then done.

the problem is i also read that they maybe similar connecters but they talk different to the device so you may have to install jailbroken software to get it talking right to your phone.
