iPod Used IPOD Touch 3.1.3 NEED HELP

Daughter bought used i pod touch 3.1.3 and can't load any of the apps. What does she need to do? She has been able to download some music, but she would like to download some game apps, facebook and movies. So far very frustrated with this purchase. :( :(
 
Is the app store on it? If not plug it into iTunes an click check for update, if the app store icon is there, what do you mean you can't download apps?
