I have a web server that has a specific IP address. I want to use my ethernet connection on my Iphone 8 with ios 13 beta.

I would like to use my wireless connection to browse the internet at the same time.

Is it possible to have 2 different network connections working at the same time on my phone?
 
All I know is iPhone can use wifi for its own internet while provide tethered data to PC or Mac (and soon to be iPad) through USB cable. Maybe in your scenario it will work, but iPad Pro 2018 makes a bit more sense as no power supply is required.

Thanks for the info. Is there any specific way I need to setup the connection on the iphone? ie., static, bootp. etc.

I dont know about that part. You have to play around those settings yourself. For your web server, I think a static IP address might be enough.
 
I set up a VPN server and it costs me £4 a month. iOS can connect then to my computer no matter where in the world I am, as long as I have cellular or WiFi
