Does anyone use a WiFi iPad (connected to an iPhone) for Maps and Waze while driving?
Any issues with an ATT unlimited plan?
I am hoping I don't need the Cellular iPad and extra monthly cost.
 
I'm pretty sure you need the Cellular model with GPS for navigation. Wi-Fi triangulation isn't accurate enough and the iPad doesn't get GPS coordinates from the iPhone.

For what it's worth, GPS doesn't use a ton of data so you can get a less expensive plan for this (e.g. T-Mobile $10/5 GB/150 days). Tethering to the iPhone for data works as well.

Another option is a Bluetooth GPS receiver - one-time cost (about the same as the add-on for LTE model, $100) and it works very well. I have the Garmin GLO 2 -

You don't get traffic data - for that you need an active data connection (e.g., LTE). But many apps have downloadable maps (e.g., maps.me, Sygic) so routing is available.

I didn't realize that my WIFI only iPad 8 didn't have GPS when I bought it. Not a deal killer but heck, even my $60 Samsung Tab A had GPS. Kinda surprising that a $330 tablet, doesn't.
