Because of my employer's security requirements, I can't use Hey Siri while my iPhone XR is locked. I recently purchased the AirPods 2 and, while I am in the return window, am trying to figure out how much of a limitation this is. Any assistance would be appreciated!

Here are 2 situations I've noticed so far. Are they normal when the phone is locked or is something else going on?

1). I am listening to a podcast and by that time the iPhone is locked. Siri announces a phone call (I enabled that setting). I double tap on an AirPod and the call is NOT answered.

2). I am listening to a podcast and by that time the iPhone is locked. Before the podcast ends I unlock the phone. But unless I take both AirPods out of my ears and put them back in (so I hear the "ding" sound), Hey Siri is routed through the phone's speakers.

I was hoping that with the security limitation I could at least answer phone calls and that when I unlock the iPhone the AirPods "reactivate" automatically.

Thanks in advance.
