Using fn key as CTRL

Hello guys,
I want to use FN key on mac as if it is the CTRL key on windows. I have remapped and that is working fine.
But holding fn will bring touch bar up and that makes me nuts is there any possible ways to stop the fn key from loading touchbar when is being hold ?
