I'll be in Dubai for 10 days as of tomorrow and want to disable any access to GPRS/Edge data whilst abroad but allow data via WiFi and of course retain use of the voice side.

I've set Data roaming to 'OFF', is that sufficient?
 
ATT has a world data plan starting at $25 a month. I bought it in airport going to London then canceled it when I returned 5 days later. They prorated the fee. It did take about 15 minutes on the phone with CS though so I wouldn't recommend doing it right before you board (like I did). Don't know if Dubai is covered but they do have a list on their website.
