why does ssh need to be done over wifi?
when you are connected to the 3g network, isn't the phone assigned an IP address? what happens when you visit www.whatsmyip.com?
 
I believe this has to do with the constant back and forth that occurs with SSH. You'd be monopolizing access to a part of the tower. Either that, or they just don't want you doing it.

Do you actually get an IP over 3G? It would be an internal IP by your provider I think but nothing that you could use to ssh I don't think. I would assume that a couple phones next to each other on 3G would show the same ip on a site like that but would actually have a different 'internal' ips
