Is it possible to have an iPad Pro connected to an external monitor with stage manager on and charging the iPad at the same time? If so, how and what do I need? I suspect a USB-C to HDMI cable won't be enough.
 
It’s monitor dependent. I do exactly that with my Apple Studio Display. Just plug in a high speed USB-C cable and I’m off and running.

How do I know it's going to work? Won't the power and data have to pass into the iPad? How do I know which USB port will do that?

A couple of ways about it.

1) If your monitor uses HDMI, you may want to look at using a hub that combines usb-c (charging), HDMI and usb. This will allow you to consolidate the various cables into 1 usb-c cable which you can then plug into your iPad. The USB-A port can be used to connect a dongle which links to your wireless keyboard and mouse, if desired (else, stage manager will not trigger).

2) Some monitors connect via usb-c, allowing you to both charge your iPad and output its display without needing a dock. You will still need to connect a keyboard and mouse somehow, either as wireless accessories or via the Smart Keyboard.

3) Certain portable monitors have 2 usb-c ports, allowing you to connect a charging cable to it, while also linking a usb-c (at least 3.1 or better) cable from it to your iPad.

4) The Magic Keyboard has its own charging port, so you can charge it even if there is just a single HDMI cable connected to the monitor.

My 4k Viewsonic has usb c and displays Stage Manager and charges the same time. I also use a cheap Dell in work that does the same.

You can tell from the lengh of the part behind the metal. If it's short (generally under 2cm), it does not have display support, if it's long (2cm or more) it does.

Should be fine, it's essentially a mini hub.

That’s the one I use with my iPad Pro, to connect it to my 1200p monitor, to the power network to charge the iPad, and my USB-A SSDs. It works great, but with a caveat: The power pass-through makes it charge the iPad slower, I suspect it reduces the Watts, or adds a lot of resistance.

You will need at least a usb 3.1 cable to do power, data and display. Thunderbolt 4 will work as well (no need to get the Apple one, any reasonably priced cable from your nearest computer hardware store should suffice).

You can plug a normal usb 2.0 charging cable into the charging port of the Magic Keyboard and it will suffice in charging the iPad while you use it with your external display.
