Hi,

I'm wondering whether I can use Waze (or any other navigation app) on my iPad Cellular being connected to the wifi-hotspot of my phone.

Waze uses GPS data, so using your iPhone won't impact it one way or another (you iPad will use its own GPS radio). What your iPAd will use is internet connection from your phone to download the map data as you travel.
 
If you go with HERE maps, you can download map data (roadmap, not aerial) for the states/countries of your choice. Then you can use your iPad's GPS and no data at all. I use this for work on my iPhone, as it's a good way to be sure I still have maps even when I lose data signal.

Yes. I do this often.

The iPad may still use its internal radio for cell tower triangulation, etc. (re: location information), however the data for Waze will come from the hotspot.
