You mean like, Safari?

Settings > Safari > Autofill > Names and Passwords

Yes for Safari.
On very secure sites like my bank I have to login every time. Is there a utility that will log me in automatically?

I've found problems with 1Password not always being able to fill in the right fields AND submit them all automatically. I'm pretty sure though, that 1Password is going to be the closest solution to your problem, its an amazing utility for mac, iphone and now iPad...
