Are there any programs, ideally free or low cost on the app store, that can help clean up a library in preparation for iTunes match?

I don't have any odd underground music, save for maybe an album or two, but I have a lot of ripped music and I'd like to minimize uploading and maximize conversions into proper iTunes music files.

I'm looking for something that would clean up tags, file names, etc. to ensure good recognition by iTunes match.

Just keep in mind that iTunes Match looks at not only the tags but also the audio content. I've had several tracks not get recognized simply because the audio was not a match, few songs that were a couple seconds shorter or longer than the version on the iTunes Store.
