When making new bookmarks Ventura does not prompt me for a destination folder. Instead they automatically send them to a certain folder.

Surely there must be a setting to let me decide where to put a bookmark like in previous versions, sort of like with downloads where I can override the download folder.

when you go to add a bookmark, select the location you want in the window just above the site name (with the arrows on the right of that window)

I don't see what your image shows. There is no window above the name. When I click on a white bookmark ribbon/flag in my url tab it immediately sends the bookmark to one of my folders, which is rarely the one I want. When I click a second time on the same site, now on a red ribbon, a drop down is shown giving me the choice of target folders.

I am using the Vivaldi browser with just two tabs; the tab bar and the url bar. Perhaps I should take this issue up with them. Maybe there is a Vivaldi Ventura user here who could comment.

ah, you did not mention vivaldi; i showed you an image from safari! maybe another vivaldi user can chime in here...

Go to Vivaldi > Preferences > Bookmarks and select "Always Open Bookmarks Dialog". See if that does the trick.
