I've seen different iterations of this message on the forum, but none seem to address my particular issue.

Device Specs:
New iPhone 13
Storage: 128 GB
Carrier: Verizon

New Apple Series 7 Watch

iOS - Both devices updated to current iOS as of April 7th, 2022.

Background Information: Upgraded old iPhone to new iPhone 13 and Apple Series 7 with cellular plan. The Watch has a cellular plan (with its own unique number) but shares incoming calls with my phone.

Problem: A persistent settings notification that states "Verizon Cellular Plan Ready to be Installed". When I click on the message, the next screen says "Install Cellular Plan: A cellular plan from 'Verizon' is ready to be added to iPhone." When I click continue, I get an error message stating: "Unable to Complete Cellular Plan Change" Your cellular plan could not be set up. Try again later." The only option is to click "ok". The notification will disappear for about 30 - 45 min and reappear again.

Troubleshooting Attempts: I have tried the following options working with Verizon Tier 2 tech personnel and visiting a Verizon store several times, all attempts have failed and they eventually told me to just go to an Apple Store...

1. Restarted the device in various configurations with different settings turned off (wifi/cellular/bluetooth)
1. Factory reset and setup without Apple ID
2. Factory reset and setup with Apple ID
3. Reset Network settings for both the iPhone and Watch (done on Verizon's side)
4. Removed and reinstalled cellular plan on Apple Watch

Hints that may lead to identifying the issue:
1. If the notification is "cleared" and then the device is left in Airplane mode, the notification will stay away until either cellular data is activated or wifi is enabled.
2. The device is a dual sim device. The plan is installed on the phyiscal sim.
3. Eventually, we discovered a "duplicate" watch which was deleted from my account (they somehow duped the device - thought for sure this would be the issue, but the problem persists). When I visit the Verizon account, I cannot see the duplicate watch anymore. A Tier 2 tech deleted the duplicate from the system. There was a second "plan" in my Apple Watch app that I could not install. In a verizon store, I removed this from the Watch app and it has not returned.
4. My hunch is that the issue is with the phone and not the watch.

At this point - I'm pretty desperate. The issue displays constantly and across all my devices since they share my apple id.

Hi - when you say SD card, do you mean sim card, or is there an internal micro-sd that they need to physically crack open the case to replace? My searches show that the iPhone 13 does not have a micro sd slot.

Sounds like they're setting you up with a 5G plan but your SIM card is 4G/LTE. Like WeatherWeasel said, go to a Verizon store and they should set you up with a new 5G-capable SIM card in a few minutes.
