Carrier Verizon phone transfer question - iPhone 7

I am eligible for an upgrade and interested in getting the iPhone 7..however I still want to get the iPhone 8 (or whatever the name) next year. Would it be possible to buy the iPhone 7 now (with 2-year contract) and then transfer it next year to someone else on my phone plan (due for an upgrade) for no fee, and get the iPhone 8?
