This voIP app Viber that Engadget is all excited about....

It says that it's totally free to make international calls but how does that really work? For example, if I'm in Canada and want to call someone that has Viber on their iphone as well, I may not be using minutes, but aren't I using data ....which I always turn off when I'm out of the country because that's where you really can get slammed with a huge bill.
I see how it would be fine going over wifi, but at that point, I don't really see the difference between this and Skype.
Any thoughts on this?
