Its as easy as pie to change the name and image of an icon. You will know when an ios 7 jailbreak is released, it will be everywhere.

What you are looking at is ragebreak, which is a raw JB for the iphone 4 only using opensn0w.
It uses the limera1n bootrom exploit.

It is a DIY JB. Cydia is not fully functional neither is mobilesubstrate, Saurik extensively commented on it on reddit.

In the video you can see the mobilesubstrate version 0.9.4001 which is the most recent from the evasi0n 6.x JB

So yes it is a failbreak and not what you want.
